You get a certified electrician to take a new spur out of the house and run armoured cable to your pond. You run a pump to circulate the water through a filter, preferably with a UV tube

It is expensive but it's the only real solution.

You can make it a lot better by shading the pond, direct sunlight makes it much worse, making sure the pond is large enough for the fish and using certain plants.

The green is caused by algae and unless you have running water circulating through it you can't easily prevent it. I have a tiny wildlife pond without running water. I keep it well filled with oxygenating plants and try to keep much of the surface shaded in strong sunlight. You can also get mini straw bales from good acquatics centres which are only the size of a peanut cage holder for birds. As the straw rots down in the water, it has the effect of destroying the algae. However, some of the small living creatures which might be in your pond (i.e. tadpoles, also feed on the algae) so you may not want to eliminate it completely.
