28d Bell and whip symbolising queen's consort? (3-3)

I am pretty sure the answer is tom-cat, tom as in Great Tom (bell) but fail to see 'queen's consort'. If I Google 'queen's consort' you can imagine what kind of sites appear! Can anyone educate me please?

Thank you very much smitheee. I never knew that! Just looked it up in the dictionary (why didn't I do that before!?).
...and I assume you realised that whip = cat.

Yes I did understand that connection, it was just the 'queen's consort' that confused me. Thanks anyway.
