Two girls were born the same day, at just about the same time, in the same hospital, the same year, and they have the same parents. How is it possible that they aren't twins?

Triplets?
They could be born 9 months apart---you didn't say the same month.
Perhaps one (or both) was born to a surrogate mother using eggs and sperm donated from the same parents.
