Sunday Times Travel Quiz - Q3

I think I have them all apart from Q3. People have suggested Dickens and Paris but I can't see why. The quote doesn't generate a response in any of the search engines I've used. Anyone have an answer and the rationale please?

The two cities were London and Paris, so the answer has to be one of those. Just which one though, I have not yet tracked down.
