Google finds loads of links but trying to find one that's definitely up-to-date is far from easy. (The Northern Ireland executive's own website is less than helpful too plus, of course, it's necessary to take into account the Republic's rules as well). However this is from Aunty Beeb's site from just two days ago:
"People are allowed to travel as far as they want within Northern Ireland and journeys can be made for any reason - not just for "essential" purposes

The rules on travelling outside Northern Ireland are less clear, but the Republic of Ireland's rules mean people can travel anywhere within their home county or up to 20km from home if crossing county borders"

That suggests to me that you're definitely in the clear as far as NI's rules are concerned in getting to the border. Things get a bit trickier beyond there though!

The Republic's government website is useless, providing loads of links to regulations but not making it at all clear which parts of individual regulations are still current and which have been replaced by new rules, with no summary document to be found.

So it's the UK's Foreign & Commonwealth Office that one has to turn to to try and make some sense of things (although it doesn't really tell you much that's not in the BBC link):

As I see it, the Irish authorities will view crossing the Irish border into their country as akin to moving between counties within the Republic. i.e. once you've crossed the border, you're limited to going no further than 20 kilometres (12½ miles) beyond your entry point. So your holiday home would need to be very close to the border for you to stick to the rules.

However how I see it isn't really important. Its how the Gardai might see it that matters and that appears to be anyone's guess!
