Sorry . . . can't help with the time but I seem to remember that Basildon (and/or) Billericay were usually among the first to declare their results in elections past. Hope this is helpful?
Found Sunderland @ 10.48, maybe they did it quicker earlier.
Sunderland 10.42 - so maybe the answer is really 10.43.

Thanks for your answers and thanks for pointing me in the right direction. Sunderland seem to have the record at 10.42 taking it from Torbay. 10.43 it is then. Thank you
