Definitely the West Midlands. They're nicknames for West Bromwich, Wolverhampton Wanderers and Aston Villa football teams.

Thanks Don1  -   Several hits on Google for 'Wolverhamptonshire' which I believed to be a county, like most other 'shires'.  Maybe it used to be but it doesn't look that way now!  So Juliefer's answer looks favourite.  My apologies.

definitely west midlands.wolverhampton used to be in staffordshire. there should be wolverhamptonshire though!
