21d. Monysh. If that is the answer, I think the setter is taking the mickey rather! That word is an ancient version of (ad)monish = rebuke. 'Mony' is the Scottish equivalent of 'many' = a northern crowd and 'sh' = quietly. What do you think?

10d Looking at the structure you present, it occurs to me that the answer might be 'normal service' which could mean 'current ways'. However, I don't see how it fits the rest of the clue. Do you?

I'm inclined to think that THREEP is right for 21d. It fits with PANGLOSS at 29a. As for 16d, the A in the first word is correct and the second word ends with S (from PANGLOSS). OH, how puzzling!

Oh yes, I like 'threep' for 21d, linking the words 'rebuke' and 'northern' rather than the words 'northern' and 'crowd'. That is definitely the answer they're looking for, I'd say. Isn't it odd, though, that both connections produce a conceivable answer, though only just conceivable in the case of 'monysh'?!

You haven't mentioned 16d before here, so I'm not sure where it fits in.
