Not seeing a connection to "angry" but England's smallest county is Rutland Water is it not? But is it not usually just called Rutland.
Any letters to fill in?

Rutland Shire............. if the ire is referencimg anger
But then again what has Rutland got to do with the Lake District

So is there a two word place in the Lake District where the second word is Shire?
Think I may have stumbled on answer for 44)
Rusland Cross
Rusland being close to the spelling of smallest county Rutland, and Cross might be the connection to angry
