Which of the following would use most electricity?
1. A 240v halogen bulb
2. A 12v halogen bulb connected to a 240v-12v transformer

Are we to assume that they're the same power rating? (If not, the question is meaningless!).

If so, the BULBS will both use the same amount of power but (slightly) more power will be used IN TOTAL by the second option, due to heat losses within the transformer.
