I do not have wifi only ordinary broadband so can I download books on to a kindle.

In a word YES.....in a few more words you just download the books to your PC...connect your Kindle to the PC with a USB cable and transfer them over to the Kindle.
Bit more to it like setting up an account to pay for them etc but the basics are the same whether your broadband is wireless or wired.

although the usb cable is for charging it also allows you to download, go onto YOUTUBE you will find all you need to know, especially about dragging & dropping files onto it
