Henry Bolingbroke ???????
In my 'umble opinion, the central character, not only of Acts I and II, but indeed of the entire play is Hal, King Henry's son Harry.  Especially notable are the exchanges between Falstaff and Hal in Act II serving to emphasize Hal's command of language and ability to play any role required of him and foreshadows much of the future plot... Only my opinion, of course...
If its 16 letters I think Henry Bolingbroke would be a safe bet !!!!!
Hmmm... should have noted the Topic... instead of assuming a question concerning the content of the play.  Read closer next time!
