It was designed purely to show that a) The Beatles were outgrowing their 'mop top' image, which was always a public face, never the real individuals behind it, and b) so that Paul McCartney could demonstrate the vocal pyrotechnics he possessed, and considerable they were too, and c), so that McCartney could contrast that particular schoolboy humour ditty with the achingly beautiful guitar and vocal on 'I Will', which followed as the next track. Genius ... again.
Queen Victoria once said "it's acceptable, so long as they don't do it in the road and scare the horses." when talking about some practice or other so the phrase may have come from that but who knows. Try looking in 'revolution in the head', the best Beatles book out there, which explains the hows and whys of each song they recorded.
