Searching for car insurance , I note that there is hardly any difference in price between - Comprehensive / TPFT / TPO cover .
Indeed in some cases TPFT / TPO cover is more expensive than Comprehensive cover .

What's going on - why is this ?

Not sure about that, usually comprehensive cover should be more than TPFT / TPO as it includes more cover. Try comparison websites such as http://theycompare.co.uk , http://confused.com , http://comparethemarket.com

That's what you would expect - however the prices i'm getting from the websites you mention , and others , are not so .

Indeed i've tried Direct Line who are not on these sites - and their premium for TPFT is more than that for Fully Comp
A major cost for insurance companies is paying out for personal injury claims- for example if someone is badly injured and unable to work the payout can be millions. These payouts far exceed the cost of damage to a driver's car. Premiums for both TPF&T and Fully comp have to be sufficient to cover potential personal injury claims.
This explains why TPF&T premiums are similar to comprehensive costs but i'm not sure why for a given driver TPF&T would be dearer than Comprehensive.
This article shows that the apparent anomaly has existed for more than 6 years...
