As there is no clue printed for 28D, is there any point in finishing the rest of the puzzle? Or is it OK to send it in with one letter missing?

Three of the four letters are provided by crossing answers and I believe there is only one word in Chambers that fits. So, even without a clue,you can complete the grid!
