4-3 Clue is "Be impatient, to prepare range of powers" I am thinking long arm as in long arm of the law etc But I can't wholly prove it to myself which is annoying me. Can anyone educate me?

both are synonyms

long = be impatient
arm = prepare (e.g. a weapon)
if you are impatient you LONG for something.
To prepare yourself, you ARM yourself.

LONG ARM is a range of powers of the law.
