Stuck with last two. 18ac Brief thrill about a conspiracy of silence (6) O?E?T? and 25dn In city old chap goes over budget (9) E?O?O?I?e Looks like economise or economize but can't decide which. Would greatly appreciate help with these clues please.

Still doesn't explain the clue.
old chap is geezer some me ze from that, abit tenuous i know
so may be, not some me grammar rubbish today
usually city = EC (as in the district of London that is the City)

old = O

chap = SImon (in this case) => monis (goes over)

still leaves the final E; if city = ECE then would fit exactly
