For 19 down I have 'Azov' (assuming that 'sea' is the clue) as in "Sea of Azov"
I can't work out why this is the answer though? Is 'Azov' correct? If so, can someone please explain the wordplay?

Azov is correct.

You have AV which is the abbreviation for Avocat - French Lawyer, around ZO which is a cross between the male yak and the common horned cow.
For Novalis.

French lawyer covers cross [entering] sea (4).

Entering is a superflous word.
