When to Winding with Solution

I am currnetly studying Hairdressing and the educator has finished the delivery for Perming. I'm not clear on when to wind with Perm Solution, or if it's even done anymore? Can you pls give me an example on when I would wind with solution and what type of hair would best suit a solution wind? Does the hair have to be virgin to wind with solution, or in a relatively good condition? Would I use an Akaline or Acid solution?
