In what way?

It's used by a lot of councils, companies, etc, to allow you to pay bills in cash at a Post Office or other paypoint. They no doubt build the extra cost (where allowed) over direct debit, etc, into their pricing.

Or is it a different allpay you are asking about?

It is a payment system for paying bills online necessary to pay for downloaded goods that I am referring to.

Thanks, you pointed me in the right direction. Allpay.net is very different fr. The .Allpay.cc. the .net is the one you referred to which enables people to pay bills at post offices and rates etc. whereas Allpay.cc is Russian and I think I will leave it alone.
