Oftel corporate numbering

A few years ago Oftel assigned the new codes 055- for what they call corporate numbering. Numbers for life and call diverters are already 070 and these 055s are used by normal sales businesses and charge 5p a minute at all times instead of the much lower local rate. Does anyone actually know what these are for rather than me having to spend weeks chasing an answer from Oftel (been there done that).
