I'm wanting to take just a 20 to 30 second clip from a music audio file, can this be done?

Yea, use audacity:

You could use your Sound Recorder (Start - Programs - Accessories - Entertainment - Sound Recorder). Merely load the music file you want the clip from, record as much as you want then save it to another file.
