Good morning, back to a challenging EV for me. Looks like some expert sleuthing is needed here. Help for the following would be appreciated, thank you!

16a Grasps recurrently crooked rental charges resolution ( 8 ): ?E??????

1d Moneylender’s early operations masked by dodgy sums ( 7 ): ?S?????

( Preamble: Four clues each contain a string of four or more letters to be removed before solving. Remaining clues each contain an extra letter; in clue order these explain how to use the four clues to identify WHO, WHERE AND WHEN. 7d is definitely WIN but I am struggling to parse it, unless when the S of sinking is removed it is simply hid in the clue

The superfluous letter is the R in trucked
so Doughboy(G.I.) tucked into festival
Ale is an old word meaning festival or feast

Whew! Many thanks, JJ109, I think I understand why this puzzle is named “enigmatic”! And I’m simply enthralled by your parsing skills and wonder when I’ll ever come close to such know-how.
I’m elated when I manage to solve some of the EV, but am always put off by the hunt for the superfluous letters or words! Now, the last clue before I launch into the mystery of the “four clues”, one of which I already have in 8d.

The superfluous letter is the F of Frank, so the clue reads
"rank reproof to a dog"
Rank = rate, but what that has to do with "reproof to a dog"???
It's exactly that in Chambers JJ (but you got there without it}.
...as you did with 7d, 'ship' being the containment indicator - to take on water/ship water (Chambers? Who needs it?}.

Many thanks, JJ109, ProfessorMaisie, NACW! My grid is now full and I’ve been checking my progress with this challenging EV. Out of 25 Across clues, I’ve got answers to 17 without help and without paying attention to superfluous letters. And out of the 20 Down clues, I got 10 answers in the same way. Now, I’ve been toying with the extra letters gleaned from the hints ( 5 out of 25 for the Across clues, and 12 out of 20 for the Down clues ), but I’m not seeing the light.
Is there any other way, apart from giving the extra letters, to help in revealing the one- letter change in the grid, and the name of the “relevant person”? Thanks for any help in finishing this!
Matakari, do you have the 4 strings of letters? If so, play around with those, that could prove illuminating.
PS You've needed extra letters in a fair few puzzles recently,it'd be good to get over your fear, dread, whatever!
You probably haven't got enough extra letters to get the message (using this thread alone) so here are a few more to help you make a start, Matakari -

They appear in this order -

[the last two words = what Neveracrossword has suggested you try].
For the strings ''of four or more letters'' look at 31a,2d,4d and 8d.

Thanks, ProfessorMaisie, for your very generous help. I feel I'm on the right track, but unfortunately I do not have the four strings yet . I have two of them, 8d given in the hints as NOTTING, and 4d which I think is HILL. I'm still looking at 2d and 31a. But if my 4d is correct, I may be looking at one of two very famous events?
Here's a big hint - you'll find the name of a very famous historical figure by connecting 8 of the letters from the other two strings (someone who is still spoken very highly of where you are... but not so much here, where I am).
Matakari, I tried, but I couldn't think of any way to give you hints towards doing the last bit - and was relieved and happy when PM came toy your rescue. Hope you're riight about being 'on the right track' - you'll maybe zoom over the finish line now!

Good morning, I am very grateful for this massive hint, ProfessorMaisie. I did arrive at the answers for 10a and 2d ( DECLAIMING and THREATEN respectively ) without finding the strings, so if I knew the strings, then getting the historical figure should help me “ zoom over the finish line” as NACW puts it. Thanks again!
P.S. Is my string for 4d correct?
2d Threaten = Point to danger of
Earth switched/anagram = threat
(ON OF) surplus
+ ten

31 Declaiming (haranguing) = I'd leng (THEN A POLE, surplus)mic (with) A furious/anagram
So it is an anagram of Id leng mic a, and the string of letters that you are after are (Then a pole)

put them together
Thenapoleonof + your other two strings that you are aware of

Now split that up
Notting and Hill are both correct!
