Help I'm stuck and I may have already got one wrong - which is not helping either clue.

17a. Ugh, don't you sound out surrounding in Parliament (8) ?O?G???T
I've considered CONGRESS but last letter T has to be correct in a different clue (Maybe a large building will support (5,2,8) - I have TOWER OF STRENGTH

16d. Received immigrant (8) ???O?G??
Confusingly the last letter would also be G if you believe my answer for a different clue 25a. Beneficial power (8) ?T?E???H - I have STRENGTH indicating 17d ends in G
