Explanation required. 10ac: Treaty announcement in which leaders of America, China, and England , say, come together (6) A?C?R?

I can only think of accord but how does that match the clue? Or am I completely wrong (won't be the first time!).

Unfortunately, I don't have an explanation - but was just about to ask the same question?
accord - the musical notes A C E (initials/leaders of America China England) make 'a chord', which sounds like 'accord'
