"Shotgun" not aimed at people

I have heard that in the States a "shotgun" is being designed,which will not aim at people,it will not be used for law enforcement,it will not shoot bullets,it will not be used against animals or for hunting. It will be mainly used by companies and organizations. What will it be used for?

This a serious question based on facts.I do not know the answer, but the radio programme which asked the question has further clarified that it will be used mainly outside, not inside a building. It will also be for a good purpose.
