"Tugging one's forelock" is the more usual form. Your forelock is the part of your hair which overhangs your forehead. In past times, to show respect to the Squire or any other of your 'betters', it was customary for a working class man to raise his hat or - if not wearing one - to take hold of his forelock and tug on it as a sort of substitute.
