A pusher is the name usually applied to someone who sells drugs...ie he persuades - or pushes - people into buying them. The playground element suggests he is doing this to schoolchildren and 'seedy' means shabby or contemptible.

Whoever wrote the statement is comparing McDonalds to such a person. In the way they 'push' their junk food at children, they are no better than drug-sellers.
