What does 'kettling' mean?

I first read the expression in relation to the students' fees riots - apparently the police kettled the crowds. Now I am assuming, even in this day & age, they did not splatter the crown with steaming hot water straight from large industrial-sized kettles - does it mean herding or similar? Where did this originate from?
