Situation Normal - All Fouled Up.  Not "fouled", usually.
Sorry, missed the date. http://www.toonopedia.com/snafu.htm has it as 1940's slang, so post-WW2

In IT speak, this stands for Server Node At Full Utilisation. Probably not in common currency until 1968.
