It means "call me" - ******* speak I think - blower meaning phone and tinkle meaning a phone call (in this context)
That should read - *-*-*-*-n-e-y the profanity filter strikes again.

It's old naval - and not London east-end - slang. (I'm not even going to try to produce the wicked, forbidden word!) The 'blower' originally referred to the communication system between bridge and engine-room. The skipper would blow into his end of the tube and that would alert the engineers far below to prepare for his instructions.

The 'tinkle' is, of course, a reference to the sound of the bell on the telephone, which isn't specifically London-related either.

As Quizmonster says, it is a naval term.The tinkle bit may come from the noise made when the tube is initially blown to alert whoever is at the other end that a message is to be conveyed.
