My mother-in-law regularly refers to a mess as the Pelham Tip, as Pelham was my mum's maiden name I'd like to know the origin of the saying please

Pelham is a suburb of New York, made famous by the film The Taking of Pelham 1-2-3 (referring to a subway train). Maybe there was or is a tip there?
