It derives from the word 'hackneyed' and is used to indicate the writer is banal.
Derives from Hackney, as in Hackney carriage, i.e. a taxi for hire. Thus a writer for hire
I, like WaldoMcFroog thought a hack was a mediocre or distained writer rather than anything to do with Hackney carriages
