It's Biblical - Book of Daniel, Chapter 2. The Babylonian King Nebuchadnezza had a dream of a statue with a head of gold and progressively inferior materials going down to its feet of clay. A rock then arrives and smashes the statue's feet of clay, causing the whole statue to fall. It is meant to represent the successivly weaker Empires ruling the land of Israel.
