Depends what they think it means! I would imagine that most folk understand since it's pretty straightforward. Or do you have an alternative meaning?

I suppose I was suggesting that like many cliches, people regurgitate it without even momentarily pausing to consider what they're actually saying. Sorry, not wishing to start a discussion or anything.
