Fake tears - pretending to be upset when you're not, usually for sympathy.

It can also mean genuinely upset but not for selfish reasons rather than the reason being put forward. Jade Goody the other week was a perfect example. Sure she was upset, but mainly because she'd lost a potential fortune via her own stupidity rather than the alleged "racism".

It comes from the old tale that crocodiles moan as if in distress so as to lure sympathetic people to them. Having done that and eaten them, the crocodile weeps hypocritical tears. In Henry VI Pt 2 you get:
As the mournful crocodile
With sorrow snares relenting passengers.
