Is it a loop? I'm not sure. But it does remind me of something from "Charlie Brown" - a tune called "Linus and Lucy" by Vince....Guardi? (sorry; can't remember his full name) - that was on a free Mojo CD 3/4 years back.
"Thunder, Lightning, Strike" - very good album.
