Because of the great rivalry and dislike between the British and Dutch in the 17th century - in India and the East Indies etc - we have many derisive phrases using the word 'Dutch'. There's 'Dutch courage', for example, which means the sort of bravery you might show only if you were drunk. On the same basis, a 'Dutch treat' is really no treat at all, as it involves you in paying your own share of whatever bill the so-called 'treat' results in!
