Sounds like a lying third.
It is not proper English. Either remove the FROM or replace it with FOR.
It doesn't quite make sense Poom - if his department is the fourth floor there's a simpler way of saying that.

I may be wrong but I think Poom is trying to master English and sometimes her Translator gets things muddled.
By the way, Poom, 'does', not 'dose'.

I hope you are from South Korea because if you are from the North and big fat Kim Jong Un catches up with you your days are numbered.
I reckon it means everyone working on the forth floor of the building were in his department.
There's a free website, poom, called 'Duolingo'. I'm using it to try to pick up (that means 'learn') some Italian before my holiday there. I think they have an English course which may help you - it is very vocabulary-based. :)
