Both. The man in link 2 has served two and a half years or so in custody, which seems a little unfair, because the Home Office didn't act with due diligence. If judges weighed off Romanian criminals with heavy sentences, justified on the basis of deterrence and that the defendants are professionals, acting with premeditation and planning , who have travelled here for the sole reason of committin crimes, we might not be seen as a profitable target.
