Apply to County council. If you are in receipt of DLA high rate mobility it is straight forward, an automatic approval, but you must be able to produce evidence. If not getting DLA, then it is down to the Council to assess and allow or disallow. Costs up to £20 but only send money once the decision has been made.

ok, thanks. I thought of calling in at the local disabled centre, Someone said try Yougov site but it didn't tell me anything

Go on County Council site, you may be able to download application form or ring up and they will post one to you.
