What is the meaning of "potential card counter" in the following sentences?

He bet a hundred dollars on the next hand and lost. Then quickly he slid three chips out for the next hand, which he won. He won eight of the next ten hands, alternating his bets from a hundred to five hundred dollars as if he knew precisely what he was doing. The pit boss lingered behind the dealer. They had a potential card counter on their hands, a professional blackjack player, one to be watched and filmed. The other casinos would be notified.

a crad counter is someone with a phenomenal memory who will watch cards being dealt at gaming tables in casinos and calculate what therefore might be left to be dealt. As the number of cards left gets smaller then it becomes easier to guess what will be dealt next and how likely it is to be a willing of a losing hand
sorry, its early, I meant "a winning or a losing hand"

This website has information on the rules for blackjack

and 'potential' means they think he could be one of these (it doesn't mean he counts potential cards)

From this and your "break the bank" question, it sounds like you're reading "Rain Man."  :)

Just to add a little to the other answers, counting cards is considered cheating at casinos and if you're caught, not only do you get banned from that casino, they usually notify other gambling houses as well.  They've got hidden cameras everywhere in casinos, and personnel keep an eye on anyone that seems to be too "lucky", or who is winning too much.  That's when they begin to suspect that they may be counting cards or using some other method of cheating.  If a player "breaks the bank", it means he's taken all the prize money the casino had to offer, and no other players will be able to collect their winnings.
