When you feel down, why do people ask what’s up?

Why does your nose run and your feet smell?

Why do people say, "You can't have your cake and eat it too"? Why would someone get cake if they can't eat it?

Simple: if you EAT your cake, you no longer have it !
Ghosts follow the paths they took when they were alive - and the position of walls changes much more often than the height of floors. There are recorded sitings of ghosts only from the waist up though, precisely because the floor level of the building has been changed.
