HELP...Stupid lazy neighbours...

Imagine my road; 6 houses all on the same side of the road. each with a drive long enough for two cars. Dropped kerbs on the entrance to all drives. Raised kerbs along the whole stretch of the road on the other side to the houses. The road is narrow in that two cars would pass tightly.
THE PROBLEM:
I an the second house along. The first house has three cars so they use their drive and a spare space back down the road away from the houses. I have one car but people come to visit so they park behind me on my drive or back down the road in the spare spaces away from the houses. The third house has two cars and they are lazy lazy people indeed. They have a set order of how the cars should run on their drive (i.e. the man wants his car on the road edge rather than blocked in at the garage side) so when he gets home before his wife he decided to park on the raised kerb edge of the road opposite either house 1 or my house. He does not park opposite his house or back in the spare spaces like EVERYONE else.
When he does this it makes it impossible for the second car to swing onto house 1 or my drive due to the narrow road space. I feel this is down right rude.
MY SOLUTIONS THUS FAR...
1. I started parking my car at the kerb side opposite my house to try and make him wonder why I was doing it and hopefully then realising why but this did not work.
2. I printed out a copy of the high way code and road traffic act reminding him not to block entrances to properties; to leave enough room for emergency services and be considerate to other road users... This worked for about 2 months and as I look out my window now I see he is now blocking both mine and no1's drives...
HELP HELP HELP...
I am too worried to knock on his door as I am a firey person and do not want to end up with the Police on my door for a section 5 POA offence!!!!

are you saying you want me to come round and tell him for you? Does anyone actually need to get on/off your drive at the moment? if not, then why worry? If they do, then simply knock on his door and say "i cant get on/off my drive because of where your car is parked, please can you move?"
or you could park blocking his drive i suppose
