I can't think why you'd want to sharpen it!  The paper shredder we have at work appears to have two bars with round discs on each and the discs on the two bars interleaf with each other so there is nothing to sharpen.  What does happen though (and I think this might be the problem) is all the paper you shred creates paper dust and this clogs up the discs. We have an aerosol can of paper shredder oil which we periodically spray on to the discs and this makes it work again.  The oil should be available at a good commercial stationers.
Google for Sharpening Paper. It's teflon coated paper that sharpens as you feed it through
bin your old shredder and buy a new one!!!
