Why does my phone make a fax ringing noise when I try to answer a phone call when I have my pc on and am on the internet?

I can only assume you are still using a dial up modem as opposed to ADSL. IE you are not on a broadband connection.
On the old dial up system you cannot use the phone line with the modem at the same time because the line is unable to handle both signals. If you are on a broadband connection then double check that you have a filter connected to every phone socket that is in use in your home and not the one you use for your computer. Also try swapping the filter on your ADSL modem if that's how you connect.

What kind of internet connection. If it is a dial up, you can't do internet surfing while asnwering the phone, or you cannot connect your phone next to computer, thinking that you can answer calls while surfing.
Your phone will be disconnected if someone will call. It is because you are using dial up modem.
Fax line must be separated from phone lines to avoid incoming calls from interupting fax.
Separate your phone line from your internet line. Use ADSL splitter.
