Got this line from a magazine in a sentence "... and the rich guy will make out with you."

What does it mean?

Is it make love to?

Pretty much. It usually indicates some very serious snogging and feeling up (to put it bluntly), and often (but not necessarily) full sex.

to 'make out with someone' is the same as 'snogging someone' - its kisses and petting, not sex.
