Should the victims of these families have their compensation claims settled before this £450m is paid to somehow turn around their lives of these problem families?

Are these folk who have problems, or cause them ? In any case one needs to tackle causes as priority or you'll never reach a stage where you start on the real problem.

You work on making them care.
It's a ridiculous idea. The money would be better spent on education and giving teachers the right to discipline kids - give them a fear/respect for authority like there used to be, then they may have more respect for place they live in and others who work hard to get the material things in life.
And the children that don't attend school?
Clamp down on it - simples. Make parents more responsible for their offspring. No-one's saying it will be easy and we'll still have thugs etc., but pouring money into troubled families is just pathetic. It's the reason they're so troubled in the first place, because they;ve had their backsides wiped with benefits for too long. How can we expect them to have any self esteem, when they dont have to work to get what they want?

Those who had their property damaged or destroyed during the riots and looting were promised compensation.
That's the plan I think Meg, make parents more responsible for their offspring.

Yes I'm Mum to 1 girl & Step Mum to a girl & boy. I'm not mother of the year by any means, but I take responsibility for what my child does, and feel genuine feelings if she balls' up in any way i.e. if she hurts/offends others. I could/would not tolerate her terrorising an estate or any type of anti social behaviour. If I couldn't take her in hand myself I'd seek help, and find someone who can. Parenting is about having as much love and respect for your kids as you'd expect back coupled with common sense.

That's what this programme is intended to provide.

Addressing causes and preventing damage rather than clearing up the consequences seems sensible
AOG, and the family who lost their store, burned to the ground, the one that had been in the family for years, you can't put a price on that. Add in the many who lost their homes, almost their lives, all up in smoke, you can't put a price on lost family treasures, photos, letters. So many seem to forget just how many peoples lives were turned upside by the riots.

My point Meg, they obviously need help. Good parenting doesn't come naturally to everyone. Especially when the parents themselves have been brought up in a similar manner. It's a vicious cycle that needs breaking...

Yes, I know that - but parents of anti social kids don't want to take responsibility and probably high five some of their yobbish kids for getting up to no good, instead of scorning on it. As Gowron said, stop giving them free dosh - get them off their arses to work for their living, it gives one self respect and pride - the benefits culture pride is taking this country for a ride.

Obviously as you state one cannot put a price on such things, but that doesn't mean they should not be paid compensation, to go some way to ease their pain.
So you re-train them. Teach them the consequences of their actions.

Many of the parents will also be victims of inadequate parents.

Also...having a job does not determine how good a parent you are!
They won't starve ummmm, they can have food vouchers, just stop the fags and whitelightning on the tax payer, that's all I'm saying.
AOG, that is not what i was suggesting, i believe that those people who have been hurt by criminals, like these rioters, should be well compensated, and the ones to do it are the rioters, they should be made to make some form of reparation to their victims. The police know the majority of those who have committed these acts, so make them pay.

Exactly they should be made to pay, by taking everything from them, apart from their bed and a cooker.

They should also lose the right to receive state benefits, after all there was a time when benefits didn't exist and people still survived.
