I have not read the document, only the report, but it appears to be the first official acknowledgment that the US were funding terrorists in Northern Ireland, albeit their citizens and not the US Government.

Interesting for that, though we all knew that so it doesn't tell us anything we did not already know.
Well I don't think foreign governments are under any illusions about the American Governments willingness to support "terrortists" when it suits them.

It depends what you mean by the US government and the term ' funding ' . Many powerful Senators like the Kennedys supported and directly funded events and charities like NORAID which was a front for the IRA . All over the States there were Irish charity shops whose rent , rates , and managers salaries were paid for by the State governments . In the Senate anti British debates were common place . Pro Irish Republican diplomats were appointed to lobby our MPs. All of course being paid for by the US Federal Government.
Similarly today the powerful Jewish lobby funds and supports the extremists in Israel.
Without American support the Irish and Israeli problems would have been resolved many years ago , as in fact that is what has happened in NI. It was only when the US reduced their support that the present compromise became possible.

Yes modeller, the Israeli 'problems' would have vanished as the middle-east exploded when the only democratic state in the area was not there any more to keep the various muderous fanatics a little worried about taking over the region.
