Time now to change the system?

I was unaware that any government office based their systems on trust.

If they do, isn't it time that they changed the system? and any future scams should be rigorously investigated and the civil servants should also be prosecuted if found that they had been negligent in any way.

i was 3 days late with my council tax and was told if im late again i will have to pay the whole year, whats gone wrong with this country of ours ?
